Message of Mr. Tinawat

Former Deputy Minister for Public Health,
on the occasion of Opening
Ceremony of
the 2nd Asia Professional Rescuer Competition 2010
on 19 December
2010 at FARA Training
Center.
Usually I have
always been honored by APFA to lecture many training programs. And now, I feel
privileged to officially
preside over the opening of the 2nd Asia
Professional Rescuer Competition 2010 hosted by FARA Thailand.
It is noted that
rescuing is a risk and danger as oftenly witnessed that rescuees have been
survived while
rescuers have failedto save own lives.
Rescuers must be
decisive, knowledeable, capable and meritorious to fulfill a complete
elements.
To be decisive
is to extend a selfless loving kindness for rescuing fellow men.
To be
knowledgeable is understanding technical know-how and not helping others
stupidly t
hat may result in a useless death.
To be capable
is a special task of capability not only theoretically but impractical
like a swimming lesson
outside the pool.To be
meritorious is to be mindfully kind as to self prevent from danger
not facing
harm to be able to help safe oneself and others.
Rescuers must
always be aware of a saying "to prevent is better than to correct" as
commonly said
"preventive measures are well above immeasureable
mishaps"
for the cost of preventive measures are much lower than making
amendments.
Nowadays,
natural disaster is unscheduled and unpredictable be they: typhoon,
flooding, earthquake etc.
With our careful
adoption of early warning,
natural disaster is just a natural disaster.
On the contrary, without
knowing how to prevent natural disaster,
only a great loss of lives and
properties or disaster will be inevitably repeated on and on.
The
knowledge of prevention is of divinity.
While, the knowledge of escaping for
survival or occasional corrections is only a basic knowledge
and considered as
a human instinct for survival.
I am proud to
admire APFA and co-organizers including EFAR of Singapore,
Rayamars of Malaysia and
lastly FARA Thailand, the main organizer of this
Rescuer Competition.
May you all be blessed for a successful smooth and safe
competition and an enhancement of quality work of members of rescuers for an
improved standard and
for the good sake of mankind.
