SAFETY HEALTH & ENVIRONMENT STANDARD

 

Founded in 2010

 

Rationale & Background

 

The awakening society is desire for ‘giving’ and ‘receiving’ service or consumption of standard quality products

internationally acquired, a body of certification and standardization has been established widely recognized in all

professionals.

Mr. Tinawat Maruekapitak, Former Deputy Minister for Public Health

was quoted as saying in his lecture entitled “standardized through standardization” at FARA Training Center,

Klong 9 on 8 April 2011 as follows:

 

Standard as defined by ISO was written by details of  technical specificity or various regulations mutually

concordant to be employed as rules, guidance or specification definition that is to ensure that raw materials, products processes or services are objectively appropriate.

 

: Standard is opposite to No standard or stink.

 

: Standard is about system.

 

System is set by people and people who breach the system or commonly known as
Double Standard or other words “discrimination”.

 

Discrimination or double standard causes whirl in all levels; family, offices, society, country and the globe.

 

Examples usually quoted of international ISO such as;

 

  : Credit card must be 0.76 millimeters thick.

  : Blood pressure of male not exceeding 140/90 mmHg

  : Cholesterol  at 100-200 mg/dl

  : Earthquake at 5.2 R+

 

Standard figures as called Performance Criteria or commonly called KPC Key Performance Criteria

or KPI Key Performance Index are set depending on the followings:

 

1.Nature of work

2.Behavior of people

3.Statistics of risk and accidents

4.Culture of organization or faith

5.Similar Format of Standard

6.Exceptions or flexibilities not considered critical points

 

Errors of Standardization:

 

1. Not following set rules:

 

  :  Intention

  :  Not knowing

  :  Forget

 

2. Discrimination:

 

  :   Biased

  :   Own interest

  :   Carelessness

  :   Accustomed

 

3. Unhappy to perform:

 

  :   Forced to do

  :   Ballot

  :   Dragged in

 

4. Standardization is complicated:

 

  :   Standardization Organization is not standardized.

  :   Discontinuing policy

  :   High cost of standardization process

 

As above-mentioned, FARA in cooperation with APFA and members from ACAP have jointly set

ASIA-SHE standard in 2010 with the following objectives:

 

Standard Objectives of ASIA-SHE (Safety-Health-Environment)

to promote quality policy of members with an emphasis on:

 

   :   Spirit through physics

   :   First Service providers or staff must be quality and happy people before customers or clients

   :   Promotion of communications in order to obtain ISC Integrated Safety Communications by

       training people in order to:

 

    1. Know, understand and experience know-how of Safety in case of Emergency in

        Fire Service, Rescue Service and Emergency Medical Service.

    2.  Rebuild healthy body and mind of staff in Health Policy with an aim and examining system

         equipped with KPI

        (ASIA-SHE focuses on heart and soul through loving kindness).

    3. Joining hands to create protecting process of environment as a sample organization with

        creativity and effective immediate feedback on staff.

 

Implementation:

A desired organization of standardization that ASIA-SHE has adopted the following steps into practice:

 

1.To show request by written intention letter (doc.ASIA-SHE 01)

     signed by administration of ASIA-SHE member organizations.

2. Conduct training module designed by FARA at least 4 continuous module in one year

     (ref. doc. B03-B06)

      2.1 Module 1 FSC Fire Safety Certified (Quality Fire Service)

      2.2 Module 2 ERT Emergency Response Team in compliance with doc. A33

 

Upon completion of  Module 2 and having achieved capacity, ERT will then conduct training program

for the rest of staff to be able to basically use fire extinguisher and learn the 4 steps for firesafety

according to manual i.e.

FREE procedure ( Fire – Rase the alarm – Extinguish – Escape )

 

      2.3  Module 3 HB Hand Book as ERT Group 1 must attend to establish SHE Council

              (Safety, Health and Environment) and publish a Manual of Fire and Disaster Prevention

              for distribution to all.

      2.4  Module 4 ED Evacuation Drill in emergency according to the 5-Stage Drill Standard

              as follows:

 

         2.4.1 Stage 1 Drill

 

             :   Drill with hypothetical events and assumed place 10 rounds (drill-assess)

             :   Events sound recording and broadcasting operations

             :   Seating arrangement (assessment people) CEO as President.

             :   Drilling according to ERT Manual (agreement).

             :   Implement according to MFTF Model ( Mapping-Functional-Table Top-Field Exercises.)

             :   Set conditions of place and real equipments (final round do actual IV

             :   Certificate distribution to ERT

 

         2.4.2 Stage 2 Drill

 

             :   Do same with Stage 1 but different location

             :  Drilling at night at least 3 times well-equipped with lighting equipments.

 

         2.4.3 Stage 3 Drill

 

             :  Drilling on 2 actual sites @ 5 rounds (totally 10 rounds).

             :   Hypothetical basic fire and patients evacuation to safety Area. (no emergency announcement).

             :   8-12 Assessment people ( “ERT Kru” (Instructors)  on spot (After drilling do assessment onevery round)

                 Permitted to assume someone with ERT-trained to act as officer on spot. Others come from

                 actual units and communicate as is.

                 Drilling must cover 3 main risks: 1. professional 2. Physics 3. Services

                 The final round of each site do actual IV.

 

          2.4.4 Stage 4 Drill

 

              :   Do same with Stage 3 but adding events in progress .resulting in emergency announcement

                  and evacuation plan.

 

          2.4.5 Stage 5 Drill

 

              :   Do same with Stage 4 but site setting and other components are in line with stage 1 and

                  2. which fire expanded in flame causing emergency announcement and evacuation of people

                  to the Assembly Area. Search for people who get stuck to be brought out by rock fire.

              :   Both relevant public and private sector jointly in drill such as Fire Brigade, networking hospital,

                  police, volunteers

              :   Ending with drill for press conference.

 

3. Implementation for continuous ASIA-SHE to complete the 3 Functions as follows:

 

    3.1   Safety in case of Emergency: to be awarded Certificate 1 for standard

                 after implementing the conditions of 2.(Conduct training module)

    3.2   Health Policy: Implementing according to project proposal to ASIA-SHE to focus

                 on the promotion of physical and mental health of staff to maintain a morality prepared

                 to offer satisfaction to clients in line with its mission. Upon accomplishment, Certificate 2

                 will be awarded.

    3.3   Creativity of Environment protection: Implementing according to

                  project proposal to ASIA-SHE which involves activities with emphasis on environment to be

                  substantially benefited by staff. Activities are rounded up through brainstorming for new

                  perspectives and not redundant nor imitating the existing ones.

                 Upon accomplishment, certificate 3 will be awarded.

 

ASIA-SHE member organizations upon receiving certificate of standardization in all 3 areas,

they will be invited to receive “ASIA-SHE Excellency Standard” Certificate from APFA

at its Headquarter in Singapore.

 

4.   Member Organizations must accommodate ERT to act as “ASIA-SHE Auditors

         in an appropriate quantity at 3 ranking as follows:

    4.1   ASIA-SHE Internal Auditors IA who have attended the ASIA-SHE

                 Internal Auditors Training Program will examine and consult for cooperation at all levels for

                 smooth implementation.

    4.2   Regional Auditors RA are Internal Auditors IA who have worked more than 1 year

                 and attended ASIA-SHE Regional Auditors RA to examine and advise and cooperate with

                 general organizations domestically.

    4.3   ASIA-SHE Standard Auditors ASA are RA Regional Auditors who have

                 worked more than 1 year and attended training program and visit APFA Headquarter in

                 Singapore. They will become consultant teachers for member organizations of

                 ASIA-SHE domestically and internationally.

Expenses:

 

For training programs, please observe government rules and regulations and that FARA considers

a donation for public service projects. Beyond that it’s free of charge
